NOTE

THE TRANSITION AND THE FOURTH REPUBLIC

Constitutional Conference and Formation of Political Parties

The constitutional conference in Nigeria was convened in 1994 by the military regime of General Sani Abacha as part of the transition to civilian rule. The conference aimed to draft a new constitution and establish the framework for democratic governance. During this period, political parties were formed, albeit under tight control and supervision by the military government. These parties included the People's Democratic Party (PDP), All People's Party (APP, later renamed All Nigeria People's Party, ANPP), and Alliance for Democracy (AD), among others. The constitutional conference and the formation of political parties were pivotal steps toward Nigeria's transition to democracy.

The roles of Mass Media in Democratic Transition

The mass media played crucial roles in Nigeria's democratic transition by

  1. Facilitating public discourse.
  2. Providing information, and holding the government accountable.
  3. The media also served as a watchdog, exposing corruption, human rights abuses, and other malpractices, thereby shaping public opinion and influencing policy decisions.

The 1999 Constitution and Commencement of the Fourth Republic

The 1999 Constitution of Nigeria marked the beginning of the Fourth Republic and the return to civilian rule after years of military dictatorship. The constitution provided the legal framework for democratic governance, including the separation of powers, protection of fundamental rights, and mechanisms for checks and balances. The transition to the Fourth Republic culminated in the election of Olusegun Obasanjo as president in 1999, heralding a new era of democratic governance in Nigeria.

Policy Thrust of the Fourth Republic

The policy thrust of the Fourth Republic in Nigeria focused on addressing various socio-economic challenges facing the country. Major priorities included:

  1. Promoting good governance.
  2. Economic reform
  3. Poverty alleviation.
  4. infrastructure development.
