PRECOLONIAL ADMINISTRATION

Differences Between The Hausa/Fulani And Ibo Traditional Political System

a.           The political organization of Hausa/Fulani was a highly centralized system, while the Igbos was a decentralized system.

b.           Succession to the throne of an emir was hereditary, while there was no provision for hereditary succession in Igboland.

c.           The council of elders in Hausa/Fulani empire was only to advice the emir, but the council of elders in Igboland exercised executive, legislative and judicial powers

 

d.           The judiciary was based on the sharia law in Hausa /Fulani empire, while judicial functions were by the council of elders, age grade and ozo title holders.

e.           The emirs received tributes and other dies from their subjects, while igbo leader cannot.

f.             Activities of age grade were more pronounced in Igbo system than the Hausa/Fulani system.

g.           The Hausa/Fulani emirs appointed lesser chiefs like the Hakimi’s and other officials while Okpara had no power to appoint chiefs or officials, and his power did not go beyond his village.

 

Differences That Exist Between The Hausa/Fulani And That Of Igbo Traditional System.

a.           The Hausa/Fulani government system was centralized and ruled by an emir while that of the Yoruba by an Oba.

b.           The emir exercised absolute executive, legislative and judicial functions, while the Yoruba system was based on checks and balances by various organs of government.

c.           The council of officials in Hausa/Fulani empire were merely advisory in nature, but the council of chiefs in Yoruba kingdom were so powerful that they could remove amoeba from the throne.

d.           The government system of Hausa/Fulani was based on Islamic religion while that of Yoruba was based on customs and tradition of the people.

e.           The Ogboni fraternity performed rituals on behalf of the whole community in Yoruba land, while there was no place for secret cult or rituals in Hausa/Fulani empire.

f.             The district and village heads collected fixed taxes on behalf of the emirs while there were no fixed taxes in Yoruba land. The village head (Baales) paid tributes annually.
