CIVIL SERVICE COMMISSION
Civil service commission can be defined as an official body which regulates the way and working condition of civil servant and promotes their work. The commission also handles promotion, discipline and dismissal of civil servants.
FUNCTIONS OF THE CIVIL SERVICE COMMISSION:
VII. This body advices the government in areas of appointment of very senior officers of the state department and parastatals.
VIII. The commission also states down, term and conditions service allowances and remuneration of the civil services.
RELATIONSHIP BETWEEN THE CIVIL SERVICE AND THE POLITICAL EXCUTIVES
The civil services is mainly organized around the Federal Ministries, headed by a Minister appointed by the President of Nigeria, who must include at least one member of each of 36 states in his cabinet and permanent secretaries head the civil service commission.
The relationship between the civil service and political executives is a complex one, as they both have distinct roles and responsibilities in government.
Political executives are elected or appointed officials who hold executive power and are responsible for setting policy, making decisions, and overseeing the implementation of laws and regulations. Civil servants, on the other hand, are non-elected officials who are hired based on merit and serve as the permanent workforce of the government.
While political executives are responsible for setting policy, it is the role of civil servants to implement those policies and provide advice and support to the elected officials. As such, civil servants are expected to remain politically neutral and serve the government of the day, regardless of which political party is in power.
However, there is often tension between civil servants and political executives, as the latter may seek to influence the bureaucracy to achieve their political objectives. This can lead to conflicts of interest and undermine the integrity of the civil service. At the same time, civil servants may resist political interference and seek to maintain their independence and professionalism.
In order to maintain a healthy relationship between the civil service and political executives, it is important to establish clear lines of communication and accountability, and to ensure that civil servants are protected from undue political pressure. This requires a commitment to good governance and a shared understanding of the respective roles and responsibilities of each party.
Ultimately, the success of government depends on a strong and effective partnership between the civil service and political executives.
