LOCAL GOVERNMENT

Evolution Of Local Government in Nigeria

There was no unified local government system of administration in Nigeria prior to independence in 1960. The three regional areas created local government that were adaptable to their systems and traditions. There was the native authority system which consisted of a chief with a council called either ‘’ Chief and Council’’ or ‘’Chief-in-Council’’. This system was also known as the Lugardian Native Authority System. The Native Authority System preserved and restored the authority of the traditional rulers which made it easy to maintain law and order.

 

The Structure of Local Government in Nigeria

  1. the sizes of native authorities in the Northern region were large and that made them difficult to be administered from a particular Centre.
  1. the multiple nature of local government council were more manifest in the Southern Nigeria.
  1. there were as many as five different kinds of Local government councils in each of the Southern regions of Nigeria and they included;
  1. Local Councils
  2. All purpose district council
  3. Divisional Councils
  4. City Councils.

These local government councils were not subordinate to each other ad the instrument that created them specified their functions and powers and the areas of their jurisdiction.

Worthy of note is that, the structure of these Southern Nigeria local government councils was fashioned in a way that the territory of;

  1. Lagos had one-tier system
  2. Eastern Region had two-tier system
  3. Western and Mid-Western Regions had three-tier system.

 

Local Government Sources of Finance

  1. Grants; such as general grant, special grant, matching grant, and equalization grant.
  2. Statutory Allocation; usually drawn from federation, state and local government account.
  1. Gifts and Donations; such as material and financial donations from wealthy individuals, foreign donors, non-governmental and non-profit organizations among others.
  1. Loans; local governments officially borrow money from banks and other financial institutions to finance their activities.
  1. Profits and earnings on Investments; some local governments also buy shares on the stock exchange with a view to earning dividends.
  1. Fines; penalty for disobedience of bye-laws usually comes in the form of fines.
  1. Property and Tenement Rates; local governments collect rates from property owners, especially owners of landed properties.
  1. Fees; local governments collect fees for radio, television and bicycle licenses. Fees are also charged for licenses issued to business premises.

 

 

Relationship between Local, State and Federal Government In Nigeria

  1. Establishment of local governments;
