INTRODUCTION OF TOPIC

The teacher revises the previous lesson Topic on the First republic.

EXPLANATION

She then explains that Civil Authority or civilian authority also known as civilian government is a practical leadership of a state by an elected civilian leader rather than military leaders.

In Civil administration, the state is governed by leaders elected through an election and with ordered constitution framework. In this system of administration, every government action is ordered by the constitution.

The Constitution is a set of legal document where rules and regulations guiding the government as well as the citizens are clearly spelt out.

The Second Republic started in 1979 and ended in 1983. This covered a period of 4 years. The Second republic was under the regime of President Shehu Shagari. He was appointed as the interim government as that time before a coup was done leading to Muhammadu Buhari taking over power as the military president.
